Perspectivas del Comercio Internacional de Am  rica Latina y el Caribe 2019

En 2019 el desempeño del comercio mundial de bienes sería el peor desde la crisis financiera. En esta edición de Perspectivas del Comercio Internacional de América Latina y el Caribe se analiza dicho fenómeno, así como las crecientes tensiones comerciales y las repercusiones en el comercio regional. La fuerte desaceleración del comercio mundial responde tanto a la acumulación de barreras comerciales desde 2018 como a otros factores de más larga data. Entre estos se destacan la menor demanda mundial, la creciente sustitución de importaciones por producción nacional en algunas economías, la menor proporción de la producción china que se destina a la exportación, el retroceso de las cadenas globales de valor y la irrupción de nuevas tecnologías que causan un impacto en la naturaleza misma del comercio. En el capítulo II se analiza la forma en que el comercio internacional puede hacer un mayor aporte a la sostenibilidad ambiental. Los vínculos entre comercio y medioambiente se han hecho más visibles desde los años noventa, como muestra el aumento de las controversias comerciales vinculadas con aspectos ambientales y la creciente incorporación de capítulos ambientales en los acuerdos comerciales. Por último, en el capítulo III se examina la situación de la infraestructura y la logística, aspectos clave para el comercio internacional y la producción. Se concluye destacando la necesidad de reexaminar las políticas públicas en materia de concesiones de infraestructura económica y el rol central de la acción regulatoria del Estado, especialmente en el ámbito de la competencia.

The European Union s policy towards Mercosur

This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This book provides a distinctive and empirically rich account of the European Union’s relationship with the Common Market of the South (Mercosur). It seeks to examine the motivations that determine the EU’s policy towards Mercosur; the most important relationship the EU has with another regional economic integration organization. In order to investigate these motivations (or lack thereof), this study examines the contribution of the main policy- and decision-makers, the European Commission and the Council of Ministers, as well as the different contributions of the two institutions. It analyses the development of EU policy towards Mercosur in relation to three key stages. Arana argues that the dominant explanations in the literature fail to adequately explain the EU’s policy, in particular, these accounts tend to infer the EU’s motives from its activity. Rather than the EU pursuing a strategy, as implied by most of the existing literature, the EU was largely responsive, which explains why the relationship is much less developed than the EU’s relations with other parts of the world.

MERCOSUR and the European Union

The book draws comparison between MERCOSUR and the European Union to explain variation of regionalism and to expose its limits. The project is based on the idea that contemporary examples of regionalism should be evaluated against several propositions of multiple integration theories rather than against a single theory. In order to systematically explain why and how integration outcomes in MERCOSUR differ from those in the EU, the author develops an analytical framework for the comparison of the two blocs. MERCOSUR is compared with the EU by the use of the various criteria of economic interdependence, economic convergence, intra-bloc size and interest asymmetries, cultural diversity and geostrategic motivations, which are identified as the salient parameters of integration theories.

In recent years many Latin American countries have liberalized their trade and investment regimes, opening their markets to free international trade. At the same time, regional economic integration has boomed. This book is the first systematic analysis in any language of these globally significant developments, and the first comprehensive legal study of dispute settlement relating to foreign direct investment and trade in the region. Undertaken by an expert in the field, this study describes the current institutional framework of Latin American trade and investment law as well as specialized legal issues in the region's various economic blocs. Rethinking Free Trade  Economic Integration and Human Rights in the Americas

This monograph offers the first systematic overview of the protection of human rights in trade agreements in the Americas. Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved. This book argues that this framework allows for human rights protection on a transnational level, while constructing regional identities. Looking at the four key regional integration processes, namely the Caribbean Community, the Central American Integration System, the Andean Community of Nations and the Southern Common Market, and also at the North American Free Trade Agreement, it shows how the integration process has reached a considerable degree of consolidation. The international trade negotiations that were launched throughout Latin America in the 1990s created significant challenges for developing countries because of their complexity.
