OECD Competition Assessment Reviews Romania

During the past few years, Romania has recovered well from the global financial crisis. However, the country still faces structural problems, including poor competitiveness, that limit economic growth. Against this background, the OECD Competition Assessment Project analysed legislation in three sectors of the Romanian economy: construction, transport and food processing. Using the OECD Competition Assessment Toolkit to structure the analysis, the OECD identified 227 problematic regulations and made 152 specific recommendations on legal provisions that should be amended or repealed. This report identifies the sources of those benefits and, where possible, provides quantitative estimates. If these recommendations are implemented, there should be benefits to consumers in Romania and to the Romanian economy in all three sectors.

Romania’s external position continues to improve. Inflation peaked in December 2010, and is now likely to decline. Financial market stress has remained relatively low in recent months. The current account deficit improved from 131⁄2 percent of GDP in 2007 to about 41⁄4 percent of GDP in 2010, driven by a strong shrinking trade deficit. Significant progress has been made under the Stand-By Arrangement (SBA) in achieving fiscal consolidation and safeguarding the financial sector. Most performance criteria and structural benchmarks were met throughout the program.

Scaling Identities

This comprehensive book examines the crucial connections between national identity, territory, and scale. Providing a powerful theoretical and organizational framework, the volume identifies four ways in which scale operates dynamically in the formation and maintenance of national identity. Consolidating identities considers the strategies necessary to keep all parts within the fold through educational systems, minority policies, immigration controls, and other forms of traditional state power. Magnifying identities examines the consequences of shifting the scale up and unifying territories that have a sense of a larger, supranational identity. Connecting identities assesses how nations can bridge physical distance, water barriers, or sovereign boundaries. Fragmenting identities looks into the disintegration of national identities and those forces that have the potential to unravel a nation or block its effective formation. Nationalism and national identity remain critical flashpoints in the geopolitical order, as we have seen in the development of a quasi-independent Kurdistan in Northern Iraq, the resurgence of Native American identities in response to the Dakota Access Pipeline, and the Chinese crackdown on its minority regions. Offering a rich set of case studies from around the world, this essential book affirms the global importance of national identity and scale.

The Transformation of Property Regimes and Transitional Justice in Central Eastern Europe

This volume examines the property transformations in post-communist Central Eastern Europe (CEE) and focuses on the role of restitution and privatisation in such transformations. It argues that the theorisation of ‘restitution’ in post-communist CEE is incomplete in the transitional justice scholarship and in the literature on correction of historical wrongs. The book also argues that, for a more complete theorisation of (post-communist) restitution, the transformations of property in post-communist societies ought to be studied in a more holistic way. The main legal vehicles used for such transformations, privatisation and restitution, should not be studied separately and in abstract, but in their reciprocal relationship, and in connection to the dimension of justice which each could achieve. Finally, the book integrates ‘privatisation’ in a theory of post-communist transformation of property.

People Planet and Profit

People Planet and Profit

It is no longer the case that it’s only society which benefits from CSR actions. A corporation actually helps itself when operating sustainably and does well because of its triple bottom line actions. The editors of People, Planet and Profit believe that whilst Corporate Social Responsibility is by now a familiar concept to academics or practitioners, insufficient attention has been paid to the end product of CSR in practice, which they define in terms of social and economic developmental effect. The contributions in this edited volume explain the developmental aspect of CSR from a conceptual perspective and provide empirical evidence of the impact of CSR delivery on stakeholders in different corners of the World. The emphasis is on what corporations take from and give back to their stakeholders whilst trying to behave in a corporately responsible fashion. Stakeholders, including employees, customers, host communities, governments and NGOs have diverse interests and expectations of CSR. This gives rise to questions about whether the activities corporations support are the ones today’s stakeholders need; whether the CSR programmes being delivered are adequate; and about the relationship between the corporations’ view of what constitutes CSR and that of the supposed beneficiaries. This book offers thoughtful answers to these questions and assesses the outcomes of corporate activities both in developed and developing countries and regions, in terms of economic progress and social and political advancement.

This book continues and revises the ideas of justice as fairness that John Rawls presented in A Theory of Justice but changes its philosophical interpretation in a fundamental way. That previous work assumed what Rawls calls a "well-ordered society," one that is stable and relatively homogenous in its basic moral beliefs and in which there is broad agreement about what constitutes the good life. Yet in modern democratic society a plurality of incompatible and irreconcilable doctrines—religious, philosophical, and moral—coexist within the framework of democratic institutions. Recognizing this as a permanent condition of democracy, Rawls asks how a stable and just society of free and equal citizens can live in concord when divided by reasonable but incompatible doctrines? This edition includes the essay "The Idea of Public Reason Revisited," which outlines Rawls' plans to revise Political Liberalism, which were cut short by his death. "An extraordinary well-reasoned commentary on A Theory of Justice...a decisive turn towards political philosophy." —Times Literary Supplement
