In this volume, Charlotte Hempel offers the first comprehensive commentary on all twelve ancient manuscripts of the Rules of the Community, works which contain the most important descriptions of the organisation and values ascribed to the movement associated with the Dead Sea Scrolls. The best preserved copy of this work (1QS) was one of the first scrolls to be published and has long dominated the scholarly assessment of the Rules. The approach adopted in this commentary is to capture the distinctive nature of each of the manuscripts based on a synoptic translation that presents all the manuscripts at a glance. Textual notes and Commentary deal with the picture derived from all preserved manuscripts. The publication of the Cave 4 manuscripts in 1998 can be likened to a volcanic eruption that challenged prevalent notions of the Community Rules that were founded on the quasi-archetypal status of the Cave 1 copy published in 1951. Since then the smoke has lifted and, as the pieces have begun to settle, we see green shoots emerging in the scholarly debate.. This commentary embraces the post-volcanic landscape of the Community Rules, which is carefully sifted for clues to establish a fresh reading of the material in conversation with the latest research on the Scrolls. The evidence suggests that some of the practices described as the beating heart of the movement's organization reflect the aspirations of a privileged sub-elite from the late Second Temple Period.

This book explores the growing tension between the requirements of employers for a flexible work force and the ability of parents and communities to nurture their children and provide for their health, welfare, and education. Global competition and the spread of information technology are forcing businesses to engage in rapid, worldwide production changes, customized marketing, and just-in-time delivery. They are reorganizing work around decentralized management, work differentiation, and short-term and part-time employment. Increasingly, workers must be able to move across firms and even across types of work, as jobs get redefined. But there is a stiff price being paid for this labor market flexibility. It separates workers from the social institutions--family, long-term jobs, and stable communities--that sustained economic expansions in the past and supported the growth and development of the next generation. This is exacerbated by the continuing movement of women into paid work, which puts a greater strain on the family's ability to care for and rear children. Unless government fosters the development of new, integrative institutions to support the new world of work, the author argues, the conditions required for long-term economic growth and social stability will be threatened. He concludes by laying out a framework for creating such institutions.

An authoritative critical edition The discovery and translation of the Dead Sea Scrolls transformed our understanding of the life and history of ancient Jewish communities when both rabbinic Judaism and early Christianity were emerging. As part of this rich discovery, the Community Rule serves to illuminate the religious beliefs and practices as well as the organizational rules of the group behind the Dead Sea Scrolls. However, there is no single, unified text of the Community Rule; rather, multiple manuscripts of the Community Rule show considerable variation and highlight the work of ancient Jewish scribes and their intentional literary development of the text. In this volume, Sarianna Metso brings together the surviving evidence in a new edition that presents a critically established Hebrew text with an introduction and an English translation. Features: A critical apparatus and textual notes All the surviving evidence of the Community Rule A new method for presenting complex developments and transmission history of ancient texts

The great importance of this book lies in the exegetical commentary that confronts interpretative problems raised by each of the writings translated here.

Robert A. Dahlâs Who Governs? is a classic pluralist study which has had an important influence on American social science since the early sixties. Who Really Rules? provides a categorical challengeâempirical, methodological, and theoreticalâto Dahlâs work. Empirically, Domhoffâs restudy of New Haven shows through newly discovered documents that Dahl was wrong about the pluralism of New Havenâs power structure. He also presents the most systematic statement of power structure methodology yet made, a statement that contradicts Dahlâs methodological claims which have been the prevailing wisdom in American social science for over fifteen years. Finally, Domhoff outlines the national policy planning network through which the big business ruling class dominates urban government. Who Really Rules? is unique in that it makes possible for the first time a dialogue between pluralist and ruling-class views on the basis of studies of the same city by leading exponents of the rival theoretical positions. It is original in that it includes much data not revealed by Dahl. It presents the methodology of power structure research in the most comprehensive fashion yet attempted, and reveals a ruling-class network for urban policy planning that has never before been fully articulated.

Green products have been around since the 1970s, but it’s only in recent years that they’ve become ubiquitous. It’s not because consumers suddenly prize sustainability above all. It’s because savvy green marketers are no longer trying to “sell the earth”—instead they’re promoting the value their products provide: better health, superior performance, good taste, cost-effectiveness, or simply convenience. This central emphasis on primary benefits—the new rules—is critical to winning over the mainstream consumer. The New Rules of Green Marketing helps readers understand why value-based sustainability marketing has become a critical organizational capacity and how they themselves can adopt this approach. Drawing on the latest data from leading researchers and reflecting on learnings from her corporate clients and other pioneers—including GE, Nike, Method, Starbucks, Timberland, HP, NatureWorks, Procter & Gamble, Stonyfield Farm, and Wal-Mart—Ottman provides practical strategies, tools, and inspiration for building every aspect of a credible value-based green marketing strategy. She covers using a proactive approach to sustainability to spur innovation, developing products that are green throughout their life cycle, communicating credibly to avoid accusations of “greenwashing,” teaming up with stakeholders to maximize outreach to consumers, taking advantage of social media, and much more. This book takes the best of Ottman’s previous groundbreaking work it into the 21st century. Her new rules relegate traditional “green guilt” approaches to the recycling bin of history, break green products out of their niche and, ultimately do a far better job of advancing the triple bottom line of people, profits, and planet.

The European Community (EC) has embarked on an ambitious legislative program for the new economy. In European Community Law for the New Economy professor Lucas Bergkamp analyzes the ECâ??s current and proposed new economy legislation. The new economy, according to Bergkamp, is not only the internet, the information society, and biotechnology, but also a different kind of â??oldâ? economy, a different kind of corporate governance, and a different kind of government. Accordingly, in addition to the EC e-commerce, data protection, and biotechnology legislation, this book discusses also the grand principles of EC policy making (such as sustainable development and the precautionary principle), the theory of corporate social responsibility, and EC government reform. With its wide-ranging, insightful, and engaging analyses, and devoid of obliquity, EC Law for the New Economy is a unique publication. This book must be read by everybody who wants to gain a deeper understanding of the effects of EC legislation, the root causes of regulatory failures, and possible solutions to these problems. It is of interest to lawyers, politicians, policy makers, government officials, political scientists, advanced students and autodidacts. Lucas Bergkamp is a lawyer at the Brussels Bar and Professor of International Liability Law, Erasmus University Rotterdam - The Netherlands.

Why do the Member States of the European Union still grant aid and is that aid compatible with the objective of integration which should result in a better allocation of resources? The main purpose of this book is to explain the principles and methods of EC state aid policy in a manner which is both accessible and useful to practitioners and policy makers, by bringing together contributions from officials (both Community and national), industry representatives, and academics. In particular, it examines both theory on the role and objective of public assistance and current practice controlling such assistance. It addresses the issue of state aid from economic, legal and administrative perspectives and offers detailed information on current practice through case studies. It also considers likely future developments in the Community framework of state aid control. Finally, this book identifies major weaknesses in the present system of state aid rules, and paves the way for a proper economic analysis of the effects of forty years of state aid policy in the European Community.

How technology and community organizing can combine to help prevent violence, with examples from Chicago to Sri Lanka. Tunisian and Egyptian protestors famously made use of social media to rally supporters and disseminate information as the "Arab Spring" began to unfold in 2010. Less well known, but with just as much potential to bring about social change, are ongoing local efforts to use social media and other forms of technology to prevent deadly outbreaks of violence. In The Technology of Nonviolence, Joseph Bock describes and documents technology-enhanced efforts to stop violence before it happens in Africa, Asia, and the United States. Once peacekeeping was the purview of international observers, but today local citizens take violence prevention into their own hands. These local approaches often involve technology--including the use of digital mapping, crowdsourcing, and mathematical pattern recognition to identify likely locations of violence--but, as Bock shows, technological advances are of little value unless they are used by a trained cadre of community organizers. After covering general concepts in violence prevention and describing technological approaches to tracking conflict and cooperation, Bock offers five case studies that range from "low-tech" interventions to prevent ethnic and religious violence in Ahmedebad, India, to an anti-gang initiative in Chicago that uses Second Life to train its "violence interrupters." There is solid evidence of success, Bock concludes, but there is much to be discovered, developed, and, most important, implemented.

A liner conference, as a self-regulation organisational form of liner shipping companies, constitutes a typical "hard-core cartel" with significant anti-competitive effect. One of the main three trade routes of liner shipping traffic is the Europe-Asia Trade, on the two ends of which both the European Community (EC) and the People’s Republic of China (PRC) play important roles in the international liner shipping market. However, the competition regimes on liner conferences in both jurisdictions are not equivalent. From a comparative point of view, this book reviews the historical development of maritime policy and regulatory legislation in the EC and the PRC, catches insight into the system of regulation regime and individual provisions in substantive and procedural meaning, and finally provides a wide-ranging perspective on the future competition regulation in respect of the latest developments in both jurisdictions.
